All of my Xbox achievements randomly disappear and then reappear. What is happening?

I've been playing on Xbox for at least 10 years now, and I've never had this issue before. When I go to view my Achievements, I often get the screen that someone who has never played a game before will see. The only thing that has changed recently is that I purchased a new Xbox. Yesterday, I put the Xbox One X in the living room, and my Series X is in the bedroom. Today, it shows that I have 0 achievements.

I thought I had fixed it. I launched an Xbox 360 game, and I could see all my achievements in the Xbox 360 window. When I exited the game and checked the achievements on the Xbox console, they were back! But then the next time they were gone again.

Now, if it does happen to show my achievements, I can click on a game to see individual achievements, but when I go back, they are all gone again. Please note: I'm seeing this issue on both Xboxes, the Android app, and the web site. I found some users back in 2019 who had this issue, and the tech support wasn't even remotely helpful. They told the user to "sign out and sign back in" or "try restarting the console" or "remove the profile from your Xbox and add it back". I think most gamers find this kind of advice insulting.

Please see screenshots. You'll see I unlocked and achievement, but the Achievements list is empty. This is from the web site, but it's happening on ALL platforms. Is it a problem with my account or are other users experiencing this? Please help!
