All games installed on my PC game pass are not openable via game pass app. getting a frowny...

We understand the inconvenience caused. As per description, all your PC games are not loading using Game Pass apps. You have restarted computer. You can play it via explorer browser, but the online play is not included. Let us check on this together and sort this out to assist your concern. However, before we proceed, we would like to ask few questions about it.

1. When did the problem start?
   
2. Are there changes made that may cause the problem?
   
3. Have you updated your system driver, gamer services, Xbox apps?
   

So far, from the details you provided, you can try the following steps and let us know the result. You can just skip those you have done already.

Updated Windows.
Updated windows store.
Services: (WIN+R -> services. MSc)
Switched "Delivery Optimization" and "Background Intelligent Transfer Service" to automatic.
Group Policy Editor: (WIN+R -> gpedit.msc)
Computer Configuration > Administrative Templates > Windows Components > Delivery Optimization
Activated "Download mode" and switched to 1.
Restarted PC.

Yes, it is with all my games on PC Game Pass. I have an Xbox Series X and have no issues installing/playing games on that device. Occasionally, the error also switches to the Install button on the Xbox app changing into a frowny face. I do have some games still installed from when things were working correctly, and i get the same errors as well for those games. They will go to the launch screen for a moment, then the same error code will pop up.

I went and got a game pass - I can see the fact that I am allowed to download AoE2 via the MS Store webpage. But once I click install it opens the store app on my windows PC and says it's not available.

Xbox Game App (beta) doesn't even show the game under search.

You need to install the Game Pass for PC app to install games from Game Pass on your PC.
