Yes, not a bad thing if you would like to improve your gamer score. The multiplayer achievements will unlock when you start playing.

How do I transfer data from a profile on the Xbox 360 storage to a new Xbox Live profile newly created on the same Xbox 360?

You can't. All save data, achievements etc. are locked to the profile/acount that created the save or unlocked the achievements & can not be moved between accounts.
