Thank you for reaching out to the forum. Currently there are no announcement regarding which countries will be included in All Access. But they have announced that they aim at going as global as possible, so hopefully it will come to your country as well.

You cannot join the program since you are in the Portugal region. Portugal is not an eligible Rewards Region.

Hi, if you buy a UK Xbox One you can play it in Portugal and all the games will work, remember that the UK has 3 pin plugs though and aren't compatible with Continental Europe power outlets without a travel adapter.

Some features may not work correctly like voice control of the console until Microsoft releases the Xbox One officially in Portugal. Also, you may not be able to purchase games digitally as the Portugal Xbox One Marketplace may not be live yet so you might
not be able to buy Addons for games either.

Portugal allows it and there is no law stopping this, like even gambling is so easy here. Maybe this is out of hand but maybe it is a problem on Sea of Thieves servers? i have no idea because i can play but i can't access the premium store..
