Age filter wont let my see games I want to play Pc game pass

Be sure that it's your correct date of birth. Manually changing your age does not necessarily make your account to adult because the system only recognizes the first date of birth you entered upon the creation of your account.

You mentioned you just changed your account age to 21, was it set as child? May I confirm if you're still a minor or adult in your country based on your true age?

I had these problem previously my account is the family organizer but I cant edit my own ratings

Are you using a child account? Is it part of a Microsoft Family group? Check that via https://family.microsoft.com/

If it's part of a family group, please ask the parent account or the organizer to login their account to https://family.microsoft.com/ > click your profile there and update your content filters to the desired age or rating.
