Adult MS Family member cannot play purchased game on second console?

I have an Xbox One S and an Xbox One. I have two adult account on both consoles, and the second account is an adult member of my MS Family. She can play a downloaded game under her own account which I downloaded and installed from my account on our Xbox
One S. I installed the game on the Xbox One and I can play it, but she can't. The error is:

Something went wrong

Sign in with the account that purchased the game or installed the app, or, if the game has a trial version that has expired, purchase the game from the MS store. For detailed instructions, select Help.

Why does it work on the One S and not the One? I have read that unless it's the Home Xbox, others cannot play on it? But this is *in my home* so that makes zero sense. It's not like I'm attempting to play a game on an Xbox owned by another person. How do
I get games that I bought to work on both consoles all the time?

I believe that is the case, but I still think that this is pretty annoying. If I own the console, there should be a way to allow anyone to play anything I have downloaded for my household. BUT, this is the one of the myriad of problems with DRM!

In your original post, you stated that the other user was in your MS Account Family. Unfortunately, that feature does not grant rights of access to software. It only permits the parent account to manage the parental controls for child/minor accounts that are
included in the family. In fact, adult accounts should be removed from the family when the person reaches 18 (or the age of majority in their region). THAT also might be causing the problem.

home Xbox

Games are tied to the account that purchased them. That account can download and play the games on any console they want as long as they are signed into Live. In order for other accounts to use the games, you have to set the console as your Home console support.xbox.com/en-US/games/game-setup/my-home-xbox
You can only set 1 console as your Home at a time so you can only share games on 1 console.
