Additional Network Ports for Multiplayer Gaming: Xbox one limited network not showing correct dl speed
The download speed testing feature connects to a server and it may not be showing your full download speed because of the bandwidth of the server and how much it can upload to you to receive. There's a lot of factors that can impact your download speed on
your console from wet wires on the power line poles to not having your wireless network secure and having someone downloading or streaming things that slow you down.

I would try a reboot of the modem and router by power and even a factory reset of the router (make sure to put the settings back to what they were afterwards, but I would avoid port forwarding). You could then try setting following settings on your router
and xbox to try and improve your connection: MTU to manual and 1492, DMZ setting to your xbox one and have the xbox one on a static IP, and if needed you could do a firmware update of the router according to the manufacturer's instructions.

Try a hard reset of the xbox hold the home button for 8 seconds till it completely shuts off and unplug the xbox for 5 minutes then forget your network and try reconnecting
