Some members have solved this by simply turning off the system, connecting it to the router/modem via ETHERNET cable. After go to:

"Systems>Network Settings>Wired Network>Configure Network>Additional Settings>Restore to Factory Defaults. Followed by "Test Xbox Live Connection in Network Settings"

How about the Ethernet cable? Could you make sure the Ethernet cable you are using is not faulty. If it's possible, try use a different Ethernet cable. Which other devices is connected to your Powerline ethernet Switch?

This is almost certainly not gonna do any difference but give it a try.

• Turn off your Xbox 360 console.
• Wireless connection only: Unplug the Xbox 360 Wireless Networking Adapter from the USB port (if applicable).
  
• Turn on your console.
• Press the Guide button on your controller, go to
  Settings, and then select
  System Settings.
• Select Network Settings.
• Select Wired Network or the name of your wireless network, if you are prompted to do so.
  
• Select Configure Network.
• On the Additional Settings tab, select
  Restore to Factory Defaults.

Please try to reset the router and modem

1. Xbox >Settings

2. Network

3. Network settings

4. Go offline/ shut down console.

5. Turn off router and modem for 2 or 5mins (unplug power cable from devices)

6. Turn on devices and test all network connections.

(you can also test other ports on the router with a different Ethernet cable)
