adding new countries to the xbox live service

It's still a relatively new tool and was created for those countries because they were just added to the Live service and gave the people who live there the chance to change their account region to the correct one.

Mailable, I am speaking specifically about the fact that the LIVE service is not technically supported in your region:
www.xbox.com/.../countries. While you may be able to connect the fact that the service is not supported means I can't make any guarantees about the availability of the service itself. In
the meantime I would encourage you to check back on this page often to see when new regions are added:
www.xbox.com/.../countries.

A lot of factors come into play when a service is not supported in a specific region. Xbox Live is a service that Microsoft exports to other countries and regional laws along with the region's market/economy will affect whether or not the Xbox Live service
will be allowed to sell and be supported in those regions. Even political or other humanitarian crisis's will not allow for certain services to be provided to those regions. This applies to any product or service that is exported or imported in the trade market
and not just Xbox Live. Every service/product is subject to the laws of the country that is doing business with the company providing the service/product. The service can be added to a new region or removed from a previously supported region at anytime.

There are many factors as to why the Xbox Live Service is not supported in certain countries. For a complete list of
Supported Countries. It periodically gets updated with new countries.
