Add achievements to my game

The documentation for adding achievements is either outdated, or my account is missing some access:

It says there should be an Achievements selection under Xbox Services, but I do not see one for my account+game. I have applied for the creator's program to give access to ID@Xbox, so I thought that would fix it. Is there some other access I am missing?

You cannot add achievements to games until you're accepted to ID@Xbox to my knowlege

I don't get why Microsoft introduce the achievement system if they can't be bothered to make sure the achievements unlock.

If I had my way game companies who don't fix there achievements should not be allowed to add achievements to there games

I like the fun off the wall achievements and difficulty achievements. I hate when a game adds collectibles just for a collectible achievement that adds nothing to the story for example picking up 100 coins as a collectible is dumb. Id rather pick up diary
pages or something that adds a little back story. Just my opinion tho

just to add to my last post,all the achievements you got on that day are some of the hardest achievements in each particular game e.g finishing the games on hardest levels,collecting all items in the game and a lot of secret achievements too.

I am getting the same error code on the achievement app on the One. I can't view my achievements on Xbox.com and every achievement I earn on the 360 doesn't add to the overall gamerscore for the game.
