The only way to contact anyone that can alter suspensions (or to appeal it or ask about it) is to contact enforcement through a case review:

https://enforcement.xbox.com/en-US/home/howto#sub-topic0-6 Xbox support and phone support can not alter suspensions. Only enforcement can - and ONLY through a case review. To do a case review your suspension must be active, have been applied within the
last year and be longer than 24 hours. You may have to do a quiz on the code of conduct before you can do a case review, and if you fail you will have to wait 24 hours to try again.

As per the terms of use. When a gamertag is deemed offensive it is issued a forced name change and the user must then pay to change it. You agreed to those terms of use when you created your account.

BTW PlayStation would also not support that as a user name and would simply ban your account permanently

There have been instances where an FNC was overturned because of actual names. Your only option here is to contact the PET via a case review. You can do this by logging in to
https://enforcement.xbox.com and clicking on the hammer icon to see your enforcements

Otherwise, I'd recommend for an issue like this to work directly with official support using the following link: https://support.xbox.com/en-US/contact-us#6:0:4

If an automated assistant pops up click no thanks and then scroll to the bottom. Choose either "Chat with Xbox Support" or "Request a Call".

They'll be able to check into your purchase/subscription history and any outstanding issues.
