Achievement moving accounts?

As a kid, I was always make new accounts because I wanted to collect every achievement in every game. I still do although not to the crazy level. I had one main account and when I switched over to Play station I forgot about it and so when I came back I
had to make a new account. I have just found out the gamer tag and it has all of my achievements that I remember collecting. But I have being using this account from 2013 onwards so I have collected more achievements etc. Is there a way to pull my achievements
from my old account onto the account I use now? It's sad knowing I got nearly every achievement in Halo 3 and I don't now.

I've had (as most have) problems with achievements popping, but I've never had to wait that long. It's almost comical how they will randomly unlock 24-48 hours later while I'm doing something completely different than that game.

 

Forza Horizon 3 : PC -> Xbox One = Achievements blocked

Since moving from PC to Xbox One, most of my Forza Horizon 3 achievements have been blocked.
