Account recovery thing as my outlook account got hacked by the rumbler.ru people

I'm afraid that no one here would be able to help with this. Your best bet is to continue dealing with Xbox Support via https://support.xbox.com/contact-us. Once you get to a fellow gamer ask to be escalated to a Microsoft Advocate.
