If the account has been unlocked but you are still unable to recover your account, I just want to confirm did you have two-factor authentication (2FA) active on the account? If you do have the 2FA active, are you able to access the second factor of authentication? If so, please try resetting your password. Microsoft takes account security very seriously, that's why Account Recovery is an automated process with no human influence. If you don't have the correct information, you may not be able to get through account verification using the Recovery Form.

The Account Recovery Form requires adequate information to prove that you are the owner of the account. The Account Recovery Process can be a time-consuming process, but providing as much info as possible from the start of the process will increase the possibility of being verified by the automated process. You'll need to keep trying until you're verified by Microsoft.

Remember to use a familiar device from which you've frequently accessed your Microsoft account, as well as a familiar location. Microsoft will review your responses and respond within 24 hours. Did you link a mobile phone number to your account?

If so, use that to receive a verification code via text or a call.

Ok so I have two step verification active/enabled. I deleted my account , cleared the system cache 3 times ,did the restart but when I went to download account I wrote in my email and the app password I received in a text but it still won't download and
it still say "there is something wrong with your account" and gives error 80151012.

I logged into my account on my mobile phone, or you can on PC, and got a verification code sent to my cell via text message and then entered that code in the box on my phone on my account page, then changed my password, and when I logged back in on my Xbox,
everything worked perfect.

The OP is locked out of their Microsoft account...they bought UGP and then wanted to cancel it the next day but couldn't access their MS account.

Their problem is that the account became locked (for an unknown reason) and they aren't receiving the code via text message for the account recovery process

That's the way it reads to me anyway.
