Account locked, microsoft refusing to unlock it.

Account has been locked 2 years ago upon my request since a hacker gained access to it. Microsoft acknowledged this and locked the account. Recently I have managed to gain back the password to the account (although the email is stiill changed and NOT mine, but by knowing the email I can log in and get the account is locked screen) and upon telling microsoft this they even CONFIRMED im the original owner of the account and now for some reason wont unlock the account so I can update security information? Despite me having all the proof and sending it to them as well as an appeal that they didnt accept. Its impossible to talk to a real person in microsoft that can help, all are bots and completely useless.

I have screenshots of the mails from 2 years ago, that confirm its me and I had requested for the account to be locked and unlocked when I gain access again.

Help would be appreciated

I appealed for the account to be unlocked

I have the login information and need it to be unlocked to upfate security information
