That being said, I would like to inform you that game licenses are attached to the account used to purchase the game and not to the console itself.

So, if you purchased Sea of Thieves on a different account, please note that you need to add it.
Once added, make sure you have enabled the Home Xbox feature to share the license with every profile registered on the console.

Home Xbox can be enabled by opening Settings with the desired profile > General > Personalization > Home Xbox > make sure you check the feature before trying again.

I have confirmed that it is the right account. And my subscription to Xbox live is correct. This seems to be a consul issue and not a gaming or an account issue.
