Account is blocked and password reset site is not working?

Yes, right now the only way to cancel a subscription is sign in with the account that owns it.

I can advise you keep trying with the recovery form (and fill it with different info on the second try) until it gets accepted by Microsoft account recovery team

In the meantime I think the best option would be freeze/block the card asking it to your financial institution, in that way your dad is not going to be charged next month and keep it in that way until you're able to recover the account

To reset the password for your Microsoft account, checkout out
Reset Password site.

That should do it for you. If for some reason that doesn't work out, let us know and we can work from there.

If anything, its not letting you sign in and its the right password always try removing the account and adding back. if that doesn't work then for sure try and sign into account via xbox.com and if that doesnt work, you can try resetting password from
whatever email site you use.

Since you cannot log in because your account was locked for multiple login attempts, I recommend that you complete the account recovery form, that way you will submit a ticket to the Microsoft account recovery team.

There, you must enter some information that is required to verify if you are the main owner of the account. If you had a phone number attached to the account, you can also use it. Unfortunately, an account cannot be recovered with little data.

Please note that no one here, including Microsoft support, can send password reset links for security policies since we do not have access to other users' information. We are just players like you!
