Account has been hacked and being told it can't be recovered

The online recovery form is the only way to recover a lost account, this Xbox Article has a section at the bottom that says "Recover your Microsoft account online" and it includes steps on how to complete the recovery form, but also tips on how to handle recovery form questions. The recovery form can be completed every 24 hours if an attempt is unsuccessful. Security is taken very seriously, and that means that a lot of information is required for an account to be recovered.

I'm with Ngocphi, this is likely a DOS attack not a hack or just the internet being the internet.

If he had been hacked he would've had to recover his account before being able to log back in as you can only have one copy of your account on one console at any one time. If you recover it to a second then the first version is deleted.

Email hacked and also xbox hacked. Sorry to hear that.

All you can do is recover your email account first (and see what else has been compromised), and then recover the xbox account (and any other accounts that were compromised from the stolen email account).

this error comes up when your account has been recovered on a different xbox 360 console. sadly, this means someone else has hacked your account.
