Account Hacked, tried everything I could

I did fill out the form, and changed my password, so I can log onto my account, but I can't change the email on the account (because it's not mine), whenever I try to it wants to send an email to the hackers mail, not mine, and when I say that I don't have access to this email (technically I don't) and try to change my security info it says 'You Can't do that again just yet' and that I can't do it for another 30 days. I can't really wait, because they will take it back, it's their mail on the account, any ideas on how I may proceed?

You can try to add 2 factor authentication to the account by receiving a code to your phone or by the Microsoft authenticator app. This way, when the hacker will try to change your password or any security info, he will need to get the code from your phone (which he will not have access).
