Submitting an appeal is the only possible way to have a ban lifted. Your brother should be able to find out the result at http://enforcement.xbox.com However, your account is your responsibility at all times. So the fact that his friend had access to his account violates the rules in itself.

The best way to go about this is to check his enforcement history and see because the only way to get through to the enforcement team is submitting an appeal but if he can't login then maybe check the email associated to his Microsoft account and there should be an update about the case review if they reviewed it, but that's about it nobody here or at support can do anything about it because whether it was him or not that sent the messages he'll be the one held accountable and it's just how it is and sorry about the situation, hope you have a good day or night. 😊
