AA batteries leaves long time in controller, after inserting new batteries no power on.

Unfortunately, we cannot rule out a malfunction of the controller's power supply, but it could also be a problem with the battery contacts. Assuming the batteries inserted are working perfectly, there aren't many specific operations we can perform. I recommend ensuring that the old batteries have not leaked any solution that could damage the contacts.
Additionally, make sure that the controller turns on when connected via cable.

if they leaked then this would have corroded the battery terminals on the controller, scraping them clean so metal is exposed with fix the issue.

Insert a new set of AA batteries into the wireless controller and then try to turn it on. For more information about using AA batteries in a wireless controller, see Using AA batteries in your Xbox One wireless controller. If you have an Xbox One Play and
Charge Kit, try using the rechargeable battery pack.

I know some rechargeable batteries (AA rechargeable, not the play and charge kit) are slightly bigger than normal disposable AA batteries, so just make sure that your batteries are inserted correctly, and are making contact with the metal bits in the controller.

I have been using the regular reachargable AA batteries that come with the wireless x1 elite controller. It isnt the play and charge kit.[...]

The AA Batteries that came with my Elite controller are NON-rechargeable Duracell batteries.

If you are using rechargeable AA batteries, they will also NOT charge through the USB cable.

Only the specific battery pack of the Play and Charge kit can be charged via USB. If you look into the battery compartment, between the battery contacts, you should see three "golden" contacts. These are for the Play and Charge battery pack, and only those
contacts provide the charging capacity for the Play and Charge battery pack. No charging current is sent to the AA battery contacts, as the controller can't know if you inserted standard non-rechargeable AA batteries (which might explode if charged), or if
you are using rechargeable AA batteries.

Therefore it's not possible to charge AA batteries inside any Xbox One controller.
