The spotify promotion is for new members of the service, EA and Discord see in their dash if available to access these benefits.

I tried to do research on this myself, finding most positively that it it should be available to existing members too, (in certain locations as mentioned in other comment) but for the love of all things mighty could I find or see where to claim such things
if you are a previous subscriber. From what i can tell new members should get a msg from xbox live with the offer but if thats true then that leads me to believe it’s not gonna happen for us poor saps who signed up from day one
