A gamertag that already exists

With the recent gamertag update, you can get a gamertag even though it is already taken https://support.xbox.com/my-account/manage-gamertag-and-profile/gamertag-updates-faq

Otherwise, even though it may appear inactive on the Xbox, the tag system is in use on other Microsoft services and may be in use elsewhere. There is no way to take a tag that is already in use.

it means that you cannot request game tags assigned to Zune or Windows Live PC game accounts.

but nothing that you can see

zune profiles are private also gamertag requests are not a on demand service there is no way to request it

content is tied to gamertags therefore there is no way to simply delete a profile because the previous owner would lose access to previous purchases

I see, but at the same time wouldn't the account have some kind of history with the zune/windows games or no?
