I just want to confirm when did your friend last successfully sign in to her Microsoft account? If she has not logged into her account for more than two years and it has been closed due to inactivity, she will not be able to use the Account Recovery Form to recover her account. Did you have two-factor authentication (2FA) active on the account? If you do have the 2FA active, are you able to access the second factor of authentication? If so, please try resetting your password. Important: The account recovery form can only be used if two-step verification isn't turned on. If the feature is enabled, the only way to recover the account is to regain access to your two-step verification phone number.

Microsoft takes account security very seriously, that's why Account Recovery is an automated process with no human influence. If you don't have the correct information, you may not be able to get through account verification using the Recovery Form.

The Account Recovery Form requires adequate information to prove that you are the owner of the account. The Account Recovery Process can be a time-consuming process, but providing as much info as possible from the start of the process will increase the possibility of being verified by the automated process. You'll need to keep trying until you're verified by Microsoft.

Remember to use a familiar device from which you've frequently accessed your Microsoft account, as well as a familiar location. Microsoft will review your responses and respond within 24 hours. If you are verified, instructions on how to log back into your account will be sent to you, and if you are not verified, you will need to submit the Account Recovery form again. You can do this up to 2 times every 24 hours.

First of all:

Do everything you can to recover your daughter's account password! Without the password it's impossible to re-download her account to a new console if the console should break, and she WILL lose everything (game progress, purchased games etc.).

So use the instructions for a forgotten Microsoft Account Password to recover her password.

Do not continue until you have successfully recovered her account.

Then add her to the family and you can then transfer funds to her account.

is her Outlook account the same email address as her Xbox account?

I can't promote my account as I can't accept the agreement. When I try to recover my mothers password her options are to send it to her old email which is well over 10 years old.. Probably 15 years old maybe... She has no idea what her password was for that.
So I am unable to access anything.

Also having this issue.. Put in the password to my parents account when I try on my console (already updated my account to adult status) and it tells me the password is incorrect. Asked my mother to go to hotmail and recover her account and it says someone
else has been using it and won't even send a recovery email to her secondary account. When I try to accept it on xbox.com, I hit accept and it takes me straight back to the log in screen.

Not happy, put a lot of time and a lot of money in to this account.
