I had a similar issue, here's how I resolved it. For the games that failed the initial install, try to install them again. Usually if a download is interrupted, (or if a game is interrupted when moving between storage devices) reinstalling the game will
fix that problem, and allow other games to install to that hard drive again. I would try this before reformatting the hard drive.

If it doesn't let you install it because the external is connected, disconnect, download, and then reconnect the external, then move the new download to the external.

I had this problem moving Forza Horizon 4 between hard drives over the weekend and this method worked.

You can't transfer space from D drive to C drive because these drives are a separate physical storage devices. You should be able to install games directly to the D:\ drive. You can move installed games and apps between drives though.

You'll need to free up some storage from your C:\ drive soon, either by moving games and apps to your D:\ drive or uninstalling unused apps or games from the C:\ drive. If you don't free up storage you won't be able to update your Windows installation.

Hi there. I would try doing the same thing, but then unplug the power cord from the back for 5 minutes. If that doesn't work, there is a chance you will have to do a factory reset. If you do that, you will have to reinstall all games and apps on your internal
hard drive, so I would move them to an external hard drive first.

I have the 4 GB slim, with a hard drive purchased new from amazon.com. I don't know what you mean by an official hard drive. How do you check?

you most certainly can copy/move your data between the xbox hard drive and an external hard drive.

How do I manage external storage?

In My games & apps, you can view content by storage device. To do this, highlight a game or app, press the Menu button on your controller, and then select Manage game. You will then be able to move or copy content between storage devices.
