The 15,000 credits should be added as pending about 10-15 business days after the game ships as long as you preordered from Microsoftstore.com

If you preordered it digitally this month, it would count towards your Games on Demand punch card and you would need 2 other eligible purchases in order to complete that offer and receive the credits

For help with the Rewards program, it's best to post in the Xbox Rewards Questions forum. However, in order to qualify for that offer, the games have to be preordered as physical discs from microsoftstore.com. Digital orders are not eligible.

The only 15,000 Credit offer that requires a minimum spend of $30 would be this month's A Rewards Story offer. As Smwutches says, that offer requires three different cumulative spends of $30 for specific titles in order to complete. You can read more about

Which offer are you looking for credits from?

The only offer to receive credits for purchasing games worth $30+ is the Rewards Story offer. In order to receive the credits, you have to complete all 3 parts (past,present, and future). Dishonored 2 is not one of the eligible games for that offer. A list
