1080p and non-4K incorrect video resolution issue

The Xbox One will only output at 1080p

The Xbox One S features 4K Ultra HD Blu-ray, 4K video streaming and High Dynamic Range (HDR) for games and video. In addition to supporting 4K video content when used in conjunction with a 4K TV, Xbox One S will also upscale non-4K content
to display at 4K when paired with a 4K TV. When you set your console resolution to 4K UHD, everything on the console — Home, games, and apps—will display at 4K. 4K content is displayed in its native 4K resolution, and other content (like 1080p content) is
upscaled to 4K.

The Xbox One X - 4K content is displayed in its native 4K resolution, and other content (like games encoded for 1080p) is upscaled to 4K

Still, knowing that every game will be played at 1080p rather than 720p is enough for me...

I don't know what they are aware off but it is false the Xbox one S can run 4k or 1080p same goes with HDR it is optional to change the resolution go to settings - display & sound - video output - TV resolution - 4k - 1080p

With doing both, we recommend leaving it set to 4k reason being is the games that have it will bet the 4k enhanced version. Which is extremely great graphics. Here are a couple paragraphs from

4k on Xbox one that will help. Think it would be best to leave set at 1080p and just do what these steps say. In short yes it should display 4k/HDR if set to 1080p.

You don't have to set your console resolution to 4K to play 4K content. You can set your console to another resolution, such as 1080p, and when a game or app requires 4K (and your TV supports the 4K mode it wants), it'll automatically
switch to 4K. This is good if you want to play 1080p content in its native resolution, but also take advantage of the 4K resolution when playing 4K content.

To set your resolution to a lower resolution but switch to 4K when 4K content is played:

1. Open the guide and go to System > Settings >
   Display & sound > Video output and then make sure
   TV resolution is set to 720p or 1080p.
   
2. Select Advanced video settings and make sure Allow 4K is checked.

Troubleshoot 4K on Xbox One S support page? One of the steps mentioned is setting the TV Resolution on your Xbox One S to 1080p, while ensuring the 'Allow 4K' box is checked within 'Advanced TV' settings. The TV resolution setting is specifically for setting
how non 4K content is scaled, and will still allow native 4K content to play at 4K on your display.
