0x87E00017 - Gamepass games won't download

Hi I have been dealing with an issue for a couple of days now, this is the first time I have used gamepass

Windows 10 Pro

21H1 version (just updated yesterday)

my games refuse to download, its as if the gamepass/xbox app doesnt connect, it allocates the space (if I use my external I can hear it spinning up the drive) but then the % doesnt move past zero and some time later it fails with the error code in my subject line

I have tried contacting both xbox support and microsoft support, but neither of them were able to give me anything new by the way of troubleshooting, both did similar things to what I have been trying myself, resetting the store cache, logging in and out, doing any updates, some powershell stuff, some services stuff, but none of this has seemingly had an impact on the issue

I am keen to get a bunch of troubleshooting tips on this and try again, before I give up and cancel my subscription

Please advise.

Note:
a) it doesnt seem to matter which hdd or sdd I use to download to, this doesnt change the outcome of a download

b) I can download non-game pass games and apps from the windows store

c) I attempted to change region as I found that it had worked for people in the past, but this didnt fix it

d) I made sure my time and date were accurate

e) I have run windows 10 dism and sfc - SFC found a corruption, so I re-ran that a couple of times afterwards

f) its not windows updates, as I am now on the most recent version, and had a batch of updates to do today again following on from that

any help you can give me would be greatly appreciated
