Hey there,

I'd be happy to answer that for you.

From what I was able to find it is not a bug as they are still testing Cortana and Alexa for different languages and dialects and is currently only supported for English in the US on the live update. The Insider program tests upcoming features and added
languages is one of the things being tested on the Insider program. I think by the next live system update it will be available to everyone.

Then you havent been paying attention

Lots of announcements just not release yet becaue they still in beta stm

Your shouts won't unlock??? I'm honestly not trying to be patronizing when I ask if you're sure you're doing it right? It's just that I haven't heard of that before.
