Do everyone at xbox insider get access to disc to digital on 31 august?

If you are referring to NBA 2K22 and you're a game pass user. This error appears due to the game left the game pass library since August 31.
If your disc is broken you need to purchase the game digitally or get another physical copy

Do you own the game on disc or digital?

For disc owners the free upgrade offer ended on January 31, 2018.

Seems limited to accessing digital games following the latest Insider Alpha Ring update. Hard reset didn't resolve the problem, and the offline update failed. I'm now trying full factory reset (a pain, but them's the breaks if you're an insider) and I'll
let everyone know how I get on.

I do it all the time.

But everyone should know NOT to move your console when playing a disc game and the console powered up. If you move the console around with a spinning game disc inside, the laser inside may scratch the disc making it unreadable. This is common for both Xbox
360 and Xbox 1 consoles.

"Do not more console without first removing any disc inside".
