i switched my home xbox to a new xbox but on the old xbox all account on that xbox still...

are switches assigned to your account or xbox? when i log in on the new system, won't that count as a switch since it will be trying to set it as my home xbox? then, i remove the old one from my account. Now, when I try to go on the xbox I am sharing
with, do I need to set that as the home xbox to my new console? Will any of this count as a switch?

Unfortunately, there is no possible way to transfer games between accounts. However, Your youngest son can still play the games that are in the old account ; while he is using the new account.

You can do that by designating the Xbox Console as Home Xbox with the old account ( the one that was setup by your eldest son).

Sign into the old account and go to Settings > Profile & system > General > Personalization, and then select
My home Xbox. Select Make this my home Xbox to designate the console as your home Xbox. afterwards please switch back to your youngest son's new account.

Then you need to set whichever console he is playing on as your Home console.

So set the new Xbox to "home" and remove "home" from the old one?

Can you double check if his account is set as home xbox on your new console. Maybe he mistakenly switched it back to the old one.

with HIS account on the NEW console:

Press the Xbox button  on your controller to open the guide.

Select Profile & system > Settings > General > Personalization, and then select My home Xbox.

Check if the home xbox option is ticked
