Why can't I ever join or create a looking for group post

I have done factory resets and it doesn't work even when I have Xbox gold or live. Whenever I try to join it says "unable to send request" and when I try to create one it always says "there was a problem posting your looking for group"

Hi, I hope you're doing great out there. I am an Independent advisor and I am here to help you in regard to your concern.

Kindly perform an extended powercycle and reset your network hardware by following the steps below:

1. Unplug the power cable from the back of the router, modem, or gateway for 5 minutes. If you have a router and a modem, unplug the power cable from both devices.

2. Press and hold the Xbox button on your console for 10 seconds or until it turns off then wait for 2 minutes before turning it on again.

3. After 5 minutes, plug the modem or gateway in first, and wait for all the lights to return to their normal state.

4. If you are using a router, plug in the router and wait for all the lights to return to their normal state.

I have followed the steps but it still says the same thing.

Would you please check your privacy settings and make sure that the following features are set to allow:

Open your web browser and navigate to the official Xbox website. Sign in using your credentials.
Now, click on the tab of Xbox One/Windows 10 Online Safety.
Make sure your "Join Multiplayer games" AND "You can create and join clubs" are set on Allow.

If you're on Xbox, follow this step.

Clean your console's MAC and restart your internet devices.

Network Settings> Advanced Settings> MAC Address and Clear.
