There is no one on the forums that has the ability for making that kind of decision. That would have to come from the higher ups at Microsoft. It seems that support directed you to the wrong place.

Yes, sorry to say they would only take people into consideration that are well established with very large audiences. They look for a history with no contraversy and with a very good relationship with their viewers. And as was mentioned in the other comments,
they would only consider channels with a very large subscriber base, possibly in the millions. Sorry for that but good luck and I wish you the best with your channel.

There is a lengthy process to this. You need a certain amount of followers/subscribers, have regular content added that's appropriate for all. Have a fairly long history and regular schedule happening. There's a lot more to this as well. I can't remember
everything. Basically after you have all that. You would have to apply for a partnership. If approved you then get the perks that came with it. You're never in a position to just ask for specific products.

I know people with millions of views and regular content that still aren't eligible for a partnership. It's a lot of work.
