Your Xbox Live billing account has been locked from making purchases

Emailed me that its been resolved...was able to finally buy the DLC. They didn't say what the issue was so I replied back asking what the issue was. Waiting to hear a reply on that.

You've mentioned that you've reset you're modem and nothing happened? You might wanna try resetting you're router. Netflix isn't the issue so there's no need to delete/install again.

Hello Esarty,

There is currently an internal issue with the data stored for your account which is preventing a deposit. Our deposit process cannot correctly determine the primary billable account to deposit into for your Microsoft Account, and thus aborts the process.
This is an issue that we are working on resolving with another team since we are not able to fully access the database containing billable account information. At the moment, we have not received an estimate on when this problem will be resolved. We apologize
for the inconvenience.

I can't fill the recovery form because they changed the email, it says "The Microsoft account you've entered does not exist."
