Your Xbox profile settings for voice and text are preventing you from using the chat

Have you checked if your account's privacy settings can't prevent you from using chat?

Check if this option is set to ''allow'' on this link https://account.xbox.com/Settings

''You can communicate outside of Xbox Live with voice & text''

To turn that on:

1. Press the Xbox button to open the guide.
   
2. Select Profile & system > Settings > Ease of Access > Game and chat transcription.
   
3. To transcribe other party members’ voices into text, select the Speech-to-text checkbox.
   
4. To have your chat text read aloud to other party members, select the Text-to-speech checkbox. To choose the voice that other people will hear when your chat text is read aloud, select one of the available voices in the Text-to-speech voice menu.

Hi, may I know what error message you are seeing.

There are 2 common reasons why you are unable to chat.

1. You might have a temporary communication ban ( Check here for more info- https://enforcement.xbox.com/en-US/enforcement/showenforcementhistory )
2. Your Privacy Settings prevent you from chatting ( Go to
   Xbox Settings and change the privacy settings in the "Others can communicate with voice, text, or invites" to everyone)

Thank you for posting in Microsoft Xbox Community. I'm sorry to hear that you're having issues using the party chat feature of Xbox. For us to further isolate your issue, please share the exact error message that you received.

Kindly check if your settings are properly configured in your Xbox profile. These communication settings can be adjusted to limit who you want to chat with.

1. Press the Xbox button to open the guide, and then go to Profile & system.

2. Select Settings > Account > Privacy & online safety > Xbox privacy > View details & customise.

3. Select Communication & multiplayer, and then review the settings for the following to make sure that they are set to Friends or Everyone:

Others can communicate with voice, text, or invites

You can communicate outside of Xbox with voice & text

You can use video for communications

Note: If you're connected to a Discord voice channel on your Xbox console, your party chat status will say “Discord” and the name of the voice channel that you're in. If you want to join or start an Xbox party chat, disconnect from the Discord voice channel so that you can switch over to game or party chat.
