    What type of payment option are you using? Paypal? Credit Card? If it's a credit card then please double check that it is not expired or that the personal info matches the location of your gamertag (ie. US to US or UK to UK).

    Another possibility may be that a credit card has been blocked from making purchases on your Xbox account. You can see if there are any issues with the account at commerce.microsoft.com. If you cannot see anything there then you should contact phone support
    for your region or contact your bank to find out if there are any issues with using it.

    I'm having the same issue, when I spoke with support they said that my account must match my payment region!!

    Haven't tried it yet!!

    Doesn't make any difference, I spoke to support and they were absolutely useless. I've taken all the information off my account, readded it and retried the payment and it doesn't work.

    There's nothing wrong with the card as I've used it for other transactions.

    But seriously... support legitimately asked me if I was connected to the internet and to powercycle my xbox -_- I'm on my PC.... on the internet.. on the browser based online store.. *facepalm*
