OK here is the issue. When I try to DL XBox 360 games using a PC and my daughters account I receive:

Sorry

Your account is unable to make this type of purchase on Xbox.com. Please complete this transaction from your Xbox.
Here is my set up:
Daughters account which has a valid XBox Live Gold profile. She is currently 14 and her birthdate is set correctly.
My Account set as her parents account without Live Gold Profile
Both accounts are set to Canada which is where we live.
I have gone into the safety and child settings and allowed everything to enable.
I have added a valid payment account.
We originally had an XBox 360 for many years (two actually) but upgraded to an XBox One and sold the 360. (The other one died)
So after we sold the 360 I learn about these "free" games with gold.
Go to DL them and get various error messages. At the end of the day we have fo following issues using her account:
Cannot purchase any XBox One content
Cannot DL any 360 "Free" games using a PC or of course the XBox One. If we try we receive:
"Sorry

Your account is unable to make this type of purchase on Xbox.com. Please complete this transaction from your Xbox."
Cannot DL most XBox One "Free" Games. Seems to be about a 50/50 chance of actually DL it.
Cannot purchase any XBox 360 content that is for the Backward compatible games.
Have contacted support and been emailing and talking to back and forth for at least three months now with no change.
The Website says:

The highlighted part is obviously not true. Can anyone tell me what the real answer/solution is? I'm not going to hunt around to get a 360 every time new games come out. And for the "go rent one" stupid replys, you can't rent them in Nova Scotia at least.

If you can't get them without using a 360 then say so. If you can't get them using a child's account then say so.

Any help would be greatly appreciated.
