You need a paid service phone number to send a code to message on XB Live?

There should also be the option to receive a code via email, or a phone call, provided that information is already on your account. Are you not seeing either of those options?

I understand you mention not having a phone, by any chance would a parent or a sibling be able to add their number to verify your account? If so give it a shot and follow the steps on the article.
