That may mean you're in a family account that has certain restrictions. keep in mind that changing your age after the fact won't work. Age is permanent once set, This is to prevent kids from just changing there ages to bypass things. If the message appears
when you try to load a game. It may be that the game is linked to another account.

You would need access to the original account to submit a refund on any content that may be eligible, but otherwise, support won't give a code or refund content because you lost access to it.
