You changed my tag can I please change it for free?

Unfortunately you will not be allowed to change it for free in such a case as your GT was breaking the CoC.

You can change the tag of one account which would free up the tag you've changed,although it might not free up straight away,& then change the tag of account No2 to the tag that you freed up but you would have to pay twice to do this.

Could you please explain exactly what you mean by saying Windows Player Tag, do you mean you Xbox gamer tag?

You can only change it if you were given a randomly generated tag and are changing that tag. If it was a name you did choose at one time, you cannot change it for free.
