You cannot see content other people make because of how your account is set up. This can be changed in your privacy & online safety settings on xbox.com

So I recently got this message when trying to play Forza Horizon 5 (FH5 from here on) on Xbox One.

"You cannot see content other people make because of how your account is set up. This can be changed in your privacy & online safety settings on xbox.com"

After some web searching, I realized it had something to do with account permissions with privacy. Games that include user-created content such as maps and objects like Minecraft, Roblox, PSO2, and others will have this trigger when privacy settings are incorrectly set.

The problem is, even when these privacy settings are opened up, it still will not let me past this error message.

I tried a long list of things to resolve the issue and all failed:

-I tried setting the Xbox one settings through the console and account settings through xbox.com. Specifically: "You can see and upload community creations" is set to Everyone on both.

-I tried setting both sets of privacy information to the Adult Default.
-I tried blocking the community content creations and then reopening it to everyone
-I've used a friend's Xbox One to sign in and try to play FH5 and received the same message while the game works fine for his account
-I've done hard reboots, as well as uninstalling and reinstalling FH5
-The friend's Xbox One did a local network transfer of FH5 from my Xbox One and everything works great, so the file integrity is fine.
-Also created a dummy Xbox live account and it can play FH5 fine on my console.

-I tried opening my NAT settings through my router to pass Xbox Game Settings NAT test on Windows 10 to see if that was the issue.

-I cleared my Xbox One's Alternate MAC address

-The friend's Xbox One was on the same home network when FH5 worked correctly.

Based on these things I determined it has to be some issue with my account. Running my head against a brick wall, I began reaching out to Microsoft Support to help with this issue. The service was absolutely terrible. During the process of addressing the above, my Microsoft account had to be verified through security. This caused a number of issues, as my IP, phone number, and email had changed after a move.

Why do I keep getting this error message in FH5 on Xbox One even when my privacy settings are as open as possible?

After not receiving the callback, I used the Microsoft web form to receive a callback from a phone tech. In the first conversation I was told to reschedule in a few hours due to their tools being down internally. So then I waited more and contacted Microsoft Support through the same means again. I briefly explained my issue and was then put on hold for over 1 hour, after which I was disconnected from the call (not on my end). So then I immediately repeated this process yet again to get a call. This final tech was the only one so far who seemed even interested in helping with the problem, but the call dropped again during verification. This time it was unclear if it was from my end or Microsoft's and I again completed the online form to just receive a message that it was outside of phone hours, my only choice was to write this post here or ask an Xbox gamer!

It is not like I was trying to ask for help at the end of the day, the first call was at 3:22 p.m. EST, and they stop at 8:00 p.m. EST. Yes, Microsoft has wasted over 5 hours of my day, not including the 3 hours of form submissions and text tech support from the previous night. This has been one of my worst experiences with any customer support ever- I do not say this lightly. There were other issues with the techs' behavior, but it is not pertinent to helping this problem actually get resolved.
