It's not a glitch. When you preorder a game with a credit card, you are not charged until about 10 days before the game is released. So Microsoft will attempt to charge those cards closer to the game being released and if they can't charge the card the order
will most likely be cancelled.

Smwutches hit the nail on the head, but I just wanted to mention this part. Unless you use currency on your account, pre-orders are not charged until 7 to 10 days before the release date. If the charge fails to go through after multiple attempts the order
will be cancelled and the game will need to be repurchased. If you use currency for part or all of the transaction, you will be charged on the spot. You can also cancel a preorder at anytime prior to the game release by contacting the chat/phone teams.

unfortunately no, the only way is to buy them. I believe there are v-bucks cards you can buy in stores.
