Error 'Your purchase cannot be completed at this time. Please try again.' when trying to 'buy' Gold offered free games, this time tried 'MX vs ATV Reflex'. In same time tried to buy theme for this game - purchase went fully OK. Tried both - from console
GAMES menu & here, from Xbox Marketplace - result is the same.

P.S. Profile address - UK, In console settings: Language English, Locale set to United Kingdom.

One payment method stored in profile - MasterCard. Tried Paypal - same result.

 

Same problem was to charge/buy LIVE Gold - was pressed to use prepaid codes to activate it. Normal purchase through Console was not possible.

 

Error 80150017, if trying to 'buy' GoldLIVE offered free games through xbox360 console.

 

One potential workaround - try accessing using a different connection. Use the website to "purchase" the game whilst on a mobile internet connection or at a friends house using their broadband. Microsoft seem to have ridiculously inaccurate location information
for IP addresses - and if their systems show the IP address is registered in another country then some purchases (even free ones) can be blocked. Then when you return to your xbox the game should be waiting for you in your download queue.

The xbox support person I spoke to said they couldn't help and I would have to speak to my ISP - even when I said 4 different track-your-ip sites all got my location correct and so it was their data that was wrong. I spoke to my ISP and unsurprisingly they
didn't help either.

Looking round these forums seems to be a lot of people having this issue with certain games. MX vs ATV Reflex is only the second game I've had this problem with.

 

That error code usually indicates an region issue:

Is your account region set to the same as your physical location?

 

Originally Im coming from LATVIA, now living partly in London, partly in Latvia. Xbox console is moved between those two countries quite often, depends on vacation, weekend and childern school holidays plans etc. In XBOX profile there are 3 account locations
for my profile (LV, GB and US).

Just tried to roll back account to Latvia, where I'm right now for two weeks, lets see does it help.

Mark because your geoip is controlled by your isp

That's what xbox goes by not what their own service

The issue is with your dns and how it is index

If they are using aproxy which in some countries they do if you are using an international connection like a us foreign bases you do realize the issue right ? Mark us bases uses foreign ips

You need to.be use your host country

It wouldn't be limited to me as most of the games with gold 360 where region locked

 

The solution to a geoip is to change the dns server that is the ojly be done at your isp

Also billing errors can caused 8015017

 

Changed Xbox account back to Latvia, (address, region etc.), changed in Console settings locale to: Latvia...

Now do not see any Free games offered at all. Most propably due to Latvia region is not in supported Countries, there is even still Latvian Lats currency (however we use EUR already for 3 years).

Do not see point from Xbox360 account except ONLINE and MULTIPLAYER gaming, no any free games, monthly offers or whatever else.

Sad...
