Xbox360 game saves offline

I’ve got a issue with playing games offline, specifically Xbox360 titles. I downloaded all the Gears of War titles so I would have a few more games to play offline. I do not have internet at my house simply because there’s no service up to par with online
gaming. Most of them only offer high speeds of 15 Mpds, which is way to low anyways. Anyways I downloaded the games at a friends house as well as updates for the console + apps... but when I go to play one of the Gear of War games a pop up comes up saying
my data will not be saved cause of not being online. Why? If I have it installed on my hard drive why would

I need online services to save? Not fussing or upset just wanting to see if anyone out there could explain to me why I need to have that?

Questions about 2 Xbox consoles in one household

Since you are new. This cloud save works for Xbox360 BC games and Xbox360 console. And you can set one console as MAIN console, which the game can be played offline to using different account than the one you buy the game. And in the second console, you can login with the account you buy the game and play it.

Downloaded games can only be run online on LIVE

I replaced my Xbox360 console because of the RROD old one. I used the original harddisk on new Xbox360. It works.

Here is the issue:

The games I purchased before in the original harddisk can be only run online in Xboxlive. I can't open them offline.

But I can run them both online and offline on my old RROD one before.

And I've also done the authentic thransfer on my new Xbox360.

How could I do to make the download games run both online and offline?

What did the pop up say exactly? It could be that the message may have been referring to the

Xbox Live Cloud Storage which is something that has to be enabled or disabled on the Xbox 360 but is automatic on the Xbox One if you are online.

Also have you tried progressing the story a little and then checking your saved data for the game by selecting the Manage Game and Add-Ons menu option just to see if there is data stored locally on the hard drive?

The pop up mentions progress cannot be saved. Then a pop up showing Xbox Live Cloud Storage (hence offline) so I then click continue. I can play the games with no problems however saving my progess, is a problem. Nothing will save. I played a few chapters
and checked my storage but theres nothing there (no saved game data) Like I said in the orig post, I do not have internet which stinks... but I cannot understand why saving game data requires online connection. Rather confusing to be honest. I should mention
all my games are stored on a secondary portable hard drive (a WD 2 TB hard drive) but all my other games are working and saving correctly.

 

Sorry... all games are stored and saved on my WD drive. Not the Xbox One S console. Only thing I have installed on the console is the OS, Apps. All games (digital and CDs) are stored on the WD drive. Set to primary as well for all games.
