    I heard you can use the 360 instruments but only if you have the legacy adapter for your xbox one it is the only way the system will see them wirelessly

    you'd also need an xbox one version of the game.

    Old consoles won't work without a special adapter (Which you can find more info on one here & here).
    Secondly, the Rock band games don't seem to be backwards compatible. You can check the list of current backwards compatible games here.

    Microsoft confirmed just before the backward compatibility started that games that required peripherals such as Rock Band, Lips, DJ Hero, Guitar Hero would not be backward compatible as the peripherals were not compatible with the Xbox One.

    You can use the Xbox 360 wireless instruments on the Xbox One using the Rock Band 4 adapter, but only for Rock Band 4
