I'm sorry to hear that you can still not sign in. I think you may need to re-install the
Xbox identity provider app. Search for the app in the Microsoft Store and make sure it is installed. If it is installed, uninstall it and then install it again. Restart your PC and try to sign in again.

I believe for the best performance of the app you should be updated to Windows version 1903. Try the following steps to update Windows:

• Select Start > Settings
  > Update & Security > Windows Update , and then select
  Check for updates. If updates are available, install them.
  
• If version 1903 isn't offered automatically through Check for updates, you can get it manually through the
  Update Assistant.

Update to 1903 and then try signing in again to the Xbox Console Companion app.
