Reset XBOX 360 All Installed Game Updates

Go to the "system" blade

Select "storage"

Press Y on the HD symbol

Press X,X, Left Bumper, Right Bumper, X,X

A message will appear saying: "Do you want to perform maintenance on your Xbox 360 storage devices?"

Select Yes

Are you trying to install and at the same time play games optimized for Xbox Series X|S games on it? If yes, that will only work with Seagate Storage Expansion Card for Xbox Series X|S. We can only install Xbox One games on a normal external hard drive. Here's what you can check

ok I would try this first and then see what happens:

Reset XBOX 360 All Installed Game Updates

Go to the "system" blade

Select "storage"

Press Y on the HD symbol

Press X,X, Left Bumper, Right Bumper, X,X

A message will appear saying: "Do you want to perform maintenance on your Xbox 360 storage devices?"

Select Yes

then clear system cache. go to storage again hit Y and hit clear system cache, do that 3X

I have checked the game and it seems like the game is Optimized for Xbox Series X|S consoles. You may need to move the game to your Internal Storage to play the game.

In regards to your console not letting you have more than 4 games, are you also pertaining to your console's limited storage?
