Xbox wont open apps and keeps scrolling down

To restore the Xbox app:

Press the Windows key + I on your keyboard to open the Settings app.

Click on "Apps" or "Apps & features" from the Settings menu.

In the Apps & features window, scroll down or use the search bar to locate the Xbox app.

Click on the Xbox app and select the "Advanced options" link.

In the Advanced options window, scroll down and click on the "Reset" button. This will restore the Xbox app to its default settings.

To repair the Xbox app:

Open the Settings app again using the Windows key + I shortcut.

Click on "Apps" or "Apps & features" from the Settings menu.

Scroll down or search for the Xbox app in the Apps & features window.

Click on the Xbox app and select the "Advanced options" link.

In the Advanced options window, scroll down and click on the "Repair" button. This will initiate the repair process for the Xbox app.

Try the solution below, please.

Click search and type in Services, open it.

Scroll down until you find an entry called "IP Helper", right-click it, then click restart.

Scroll all the way down to the bottom and do the same thing for "Xbox Live Networking Service"

Close the window, open the Xbox app and check your connection again.

Make sure the controller firmware is updated as well.

To be quite honest this doesn't seem to be a console issue, this does however seem to be coming from the controller instead. Without sounding repetitive we suggest a >Soft
Factory Reset<
(while keeping games and apps, WITH THE CONTROLLER PLUGGED IN)
IF AND ONLY IF THE FOLLOWING CRITERIA IS MET:

• There is a stable network connection.
  
• The information for all profiles is known (email and passwords)
  

Once the setup is complete it will ask if we want to keep settings or manual setup
lets do manual setup since this will push through any updates to both controller and console. If however this doesn't do the trick then we suggest replace the controller. Give
it a shot and let us know of any changes!

It has been "serviced" 2 times already, came back the same way I sent it
