Xbox wont let me send messages for no reason how do i fix this

So this is a brand new account

• the settings are all set so everybody can message me.

• there is no enforcement action on this account (it was just made not even 24 hours ago) and there are no enforcement actions on any of my other accounts
• i already reset my xbox by holding down the power button and unplugging it from the wall.

i dont know how to fix it and i dont feel like getting someone for xbox to call me just to be told they dont know how to fix it so if someone could help me i would really appreciate it
