Xbox wont fully power off

it does that as it is busy syncing your data and saves to the cloud, checking for updates and possibly updating apps or games, power cycling it when it is doing that is a sure fire way of corrupting the files or losing saves or worse.

power saving means console uses hardly anything and is only using enough power for accepting command from controller to power on.

Standby means unit will fast resume, will sync and update while in standby, it usually kicks in the fan on low and sometimes the light blinks steady while doing this, also can be started up for remote streaming etc. still uses very little power.

I have the sleep mode on standby, is this the energy consumption?
